Under DOD plan, soliciting prostitute would be a career-ending offense

WASHINGTON Sex sells. Next year, troops buying it could face

dishonorable discharge and jail time under a proposed change to the

Uniform Code of Military Justice, officials told Congress on Tuesday.

 

The Pentagon wants to add to the UCMJ a charge specifically addressing

prostitution, and affixing a maximum punishment of one year of

confinement and a dishonorable discharge for anyone convicted of

paying a prostitute for sex, Charles Abell, principal deputy

undersecretary for defense for personnel and readiness, told the House

Armed Services Committee.

 

And if approved, the charge would be applicable even in

countries where prostitution is legal, Abell said.

 

We will not be relying on host-nation laws, Abell said during

Tuesday's issue forum on U.S. military progress to combat trafficking

and prostitution.

 

Abell anticipates the drafted Article 134 of the UCMJ will become

military law early next year. It now is part of the 2004 annual review

of proposed amendments to the Manual for Courts-Martial that began

this month, and is undergoing the mandatory 60-day public notice and

comment period after being published in the Federal Register, Abell

said.

 

Making the change to the UCMJ makes the Pentagon's policy of zero

tolerance more real to the servicemember, Abell said. It makes it more

visible to that servicemember who might be tempted.

 

Addressing prostitution will go a long way to tackling the problem of

human trafficking, in which people are kidnapped and sole into virtual

sex or labor slavery, Pentagon officials told Congress.

 

Worldwide, there are an estimated 800,000 men, women and children who

are victims of human trafficking, with some 17,500 of them in the

United States, said Ambassador John Miller, director of the State

Department Office to Monitor and Combat Trafficking in Persons.

 

The Pentagon also is working to make UCMJ changes to address human

trafficking, both for sex and forced labor. Changes could include

disciplinary action against someone who fails to report suspected

trafficking and jail time and a dishonorable discharge for partaking

in such acts, he said.

 

And the officials said that they are working on getting the wording

right so that the Pentagon could take contracts from companies whose

employees are caught engaging in such acts, he said.

 

While prostitution and human trafficking are still problems, progress

has been made, particularly in South Korea, said Gen. Leon J. LaPorte,

commander of U.S. Forces Korea.

 

As part of our aggressive, ongoing efforts to curb prostitution and

human trafficking in this area, our increased law-enforcement efforts

have also resulted in the prosecution of more than 400 servicemen for

related offenses, such as curfew violation and trespassing in posed

off-limits locations,LaPorte said.

 

USFK has list of more than 600 bars, restaurants and clubs forbidden

to U.S. military personnel, LaPorte said. In recent months, U.S.

military police and security forces increased undercover operations to

identify suspected sites of prostitution and human trafficking, and

all incoming troops received training and information about the

problem, how to combat it and what happens if they don't, LaPorte told

lawmakers.

 

Fighting prostitution has become easier in recent years now that about

60 percent all military is married, LaPorte said. But USFK still has

boosted television and newspaper media spots and ads warning single

18- to 23-year-old men in the military about the problems prostitution

can bring, LaPorte said.

What happened to don't ask don't tell. It is still there so two guys can fuck each other in the ass in a hotel in Pattaya, Butch girls can dildo each other in a hotel in Pattaya but some holsum men cannot do what is completely natural and accepted as the only legal sex act in the UCMJ but if you pay for it you are a big looser! I thing the Lady Drinks will get very expensive and the and the sex becomes free. How and the fuck are they going to lock up 90% of the Military men visiting overseas ports? I did my military time and am proud to say that I did the P4P thing in Pattaya, Bangkok, Olongapo, Khaoshung, Hong Kong, San Diego, Seal Beach, Mazitlan and least I not forget Tiajuana. All as a teenager!

On the other end, all those who complain about all these guys coming down in droves on Pattaya, comes May, should feel relieved a bit, no?

Seriously, it's put in writing here, but I think even in the american corporate world, if a guy is nominally finger-pointed for having done the P4P deed, his promotion, maybe his career is seriously in danger.

 

Think, some of you working in corporations, if a pix of one of you in pattaya/Suk, with one lass or 2 on your knees,found its way to the bosses above you or even around the floors you work, just saying "it' none of your F...g business" ain't going to buy you out of trouble.

This is astonishing. Would be hell for NCO's and officers to try to enforce.

First of all what is this business of woman and girls being the image of god when we all know thats not what the bible says. Second, woman legally get paid for the sex they gave out during marriage its called alimony so how is it inherently harmful to woman to get paid?

It seems that the holy rollers have been given free reign over the uniform code of military justice. No more will the the GI's pay for SEX with locals thank god but I'm sure their is no risk that the holy rollers will outlaw our boys from dropping BOMBS on muslims. :angel:

Seriously tho, this new rule will be one of those UCMJ rules that rarely if ever gets enforced. If the holy rollers continue to hold sway in the white house then it may be used for a few years before fading away.

There could be interesting repercussions if this is ever implemented.

An upsurge in homosexual activity, an increase in alcohol abuse and perhaps more internal violent incidents.

Well, this is going somewhat off topic, but it doesn't necessarily work that way and depends on the culture of your business, company, and particular group. A lot of guys who go for a traveling position in their career do it because they have a taste for the exotic. Going to faraway place gives unique opportunities to partake in a lot of eccentric things anonymously. What was the Leno joke about the salesman--"Hey, they did a movie about us called the lord of the rings. it's about a guy who travels around the world with his ring in his pocket". It can be beneficial to your career to have at least as risque likes as the boss and hang out at social outings because you will then be the one selected to go on business trips. Bosses sometimes like some fun and not as fun to bring a dud or someone who might bust your cover. Even client customers get in on the act. Some will be like "hey, the ACME guys are in town, are you guys ready for some fun tonight after the meetings?". Such happenings are not discussed afterwards so as not to offend anyone.
