Fixed lines (I forget if the old TA or TOT) you can use:

 

001-809 (country code + area code + number)

 

From mobile you can use 009 + country code + area code + number

 

Also, 007, 008 as already mentioned.

 

Finally, and easy one is 1234 for upcountry numbers. So, 1234 + 038 (local exchange) + number

 

Even better to show to someone is to use the 1234 to call a mobile phone from a payphone.
