As CW pointed out soon the UN security council will take a decision about sanctions, so this is both a warning and a provocation - we're ready, if you do what you plan it will be war. LBJ ordered retailiation against North VN without waiting to verify it. Once he had done so, he could hardly come out and acknowledge it had been a mistake. Thus the lie was continued. But this isn't a lie. It happened all right, yet I wonder how related it is to the Iranians who were arrested in Iraq. Maybe hostages were wanted for a prisoner exchange? The british soldiers are war criminals or illegal combatants or even illegal immigrants. If we apply todays definitions all captured american soldiers in Vietnam were illegal combatants and could be treated as such with torture and kept forever.
