The man who has not been named, had been observing Scottish tradition by eschewing underwear under his tartan man-skirt, according to police. "The man had lifted his kilt and was flapping it", a spokesman, Aigars Berzins, was quoted as saying. He now faces a 50 Lat (72 Euro, $100) fine or up to 15 days in jail. Hordes of young British tourists taking advantage of low-cost flights to drunkenly cohort in Riga have dubbed the capital "The Baltic Bangkok", much to Latvians' annoyance. Riga residents have been particularly upset by the disrispect shown to their Freedom Monument, a revered sculpture embodying patriotic pride.
