PM: Govt won't stay if unable to work

By: BangkokPost.com

Published: 23/06/2009

PM The government will not try to cling to office if it is not able to effectively perform its duties, Prime Minister Abhisit Vejjajiva said in an interview after the cabinet meeting on Tuesday.

Asked about the findings of an opinion poll that the government's popularity has dropped, Mr Abhisit said the government would just have to work harder.

He said the government rated poorly because the survey was conducted at a time the situation in the three southern border provinces had become more serious. He also understood well that the people would not tolerate news of conflict and corruption in the government.

Asked whether there would be a cabinet reshuffle, the prime minister said he would have to look into the perfomance of individual ministers and take action at the right time.

He asked the people to be patient, even though some people may have come to the opinion the government's time was running out.

Union threat to cut power to ministry

About 20 members of the Metropolitan Electricity Authority (MEA) labour union went to the Finance Ministry on Wednesday to demand that the ministry play its outstanding electricity bill of 7.53 million baht, which fell due on May 31. :alert:

Head of the MEA labour union Pien Yongnu said his members would cut off the electricity supply to the ministry if it fails to pay the bill within seven days.

He said he was acting in the interests of the MEA.

The union would also send representatives to other government agencies, all of which have failed to pay their bills. The total amount outstanding was 1.02 billion baht.

Mr Pien said that the demand had nothing to do with the government's foot dragging on paying a 2,000-baht a month cost of living allowance to MEA staff. :spin:

Kasit Not to resign

Foreign Minister Kasit Piromya will keep on working although police have issued a summons for him and other leaders of the People's Alliance for Democracy (PAD), to be questioned on alleged involvement in last year's seizure of Suvarnabhumi and Don Mueang airports.

Panit Wikitset, vice foreign minister, said Kasit would be ready to comply with the law but he would not stop working and he had informed Prime Minister Abhisit Vejjajiva of his intention not to leave the office.

Panit said Kasit would return from Qatar in two days.

The Ratchathewi police station required Kasit and 24 other PAD leaders to report themselves at 1pm on July 16, while the Don Muang police station has summoned Kasit and 26 other PAD members to be questioned by police at 9:30am on the same day.

Abhisit said yesterday Kasit could go on working as foreign minister but he would not have any privileges regarding the case.

The prime minister said police and public prosecutors must handle the case straightforwardly.

He said it would be too soon to say whether Kasit would be removed from Cabinet.

Thepthai Senpong, spokesman for the Democrat leader, said Kasit could remain in office although police had summoned him for questioning.

He said Kasit was only a suspect and it would take several more procedures before his case could be finalised.

But Pheu Thai Party spokesman Prompong Nopparit said Kasit should resign immediately because he gave an interview in February that he would quit to defend himself in court if he faced charges regarding the airport seizures.

13 Democrat MPs face disqualification

Deputy Prime Minister Suthep Thaugsuban and 12 other MPs of the Democrat Party have been found to be in breach of the constitution because of their shareholdings and face disqualification if the Constitution Court upholds the Election Commission's ruling.

The decision was announced on Thursday by EC secretary-general Suthipol Thaweechaikarn.

He said the commission had completed its consideration of a report from a subcommittee which investigated the shareholdings of 28 Democrat MPs or their spouses to see if they were in violation of the constitution.

The 13 Democrats were found to have breached the constitution by holding shares in companies linked to the media and state concessions, including telecom businesses.

The investigation was prompted by a complaint from Supachai Jaisamut, who is currently an MP of the Bhumjaithai Party.

Mr Suthipol said the EC had applied the same standards it followed when considering the shareholdings of 33 senators, of whom 16 were been found to be in the wrong.

The EC has submitted its report on the 16 senators to Senate Speaker Prasopsuk Boondej. It will be examined and then forwarded to the Constitution Court for a final decision.

The EC today considered the latest report from the investigation panel and decided by a majority vote that 14 of the 28 Democrat MPs were not at fault, but that the 13 others were in breach of the constitution and liable to be disqualified.

Among the 13 who stand to lose their House seats are Deputy Prime Minister Suthep Thaugsuban, Trairong Suwannakhiri, Juti Krairiksh and Samphan Thongsamak.

The EC did not take the case of M.R Sukhumbhand Paribatra for consideration because he had resigned his parliamentary seat to run for the Bangkok governorship.

Mr Suthipol said the EC's ruling was not final. It would be forwarded to House Speaker Chai Chidchob ;) , who would then hand it to the Constitution Court for a final decision.

The EC also considered a holding held by Mrs Jintana, wife of Foreign Minister Kasit Piromya, in the Expressway Authority of Thailand. It decided it was not in breach of the charter as it was only debentures. If his wife's shareholding was found in the wrong, Mr Kasit could have lost his ministerial post.
