I can understand the poor folks' thinking. They always tell me how much better business was under the T-man, how many more tourists there were etc. They credit this to the Dirty Bird. It's beyond their limited knowledge and understanding to realise that the entire world's economy is farked right now, and that not even Sri Thaksinji could cause a miracle to make things as they were 5 or 6 years ago. In a way, the Red Shirts are rather like the Cargo Cult.

UDD rally at Army HQ ends peacefully

The red shirt United Front for Democracy against Dictatorship (UDD) ended its rally at Royal Thai Army headquarters peacefully last night.

The UDD was rallying in protest against deputy commander Prayuth Chan-ocha, whom they accuse of planning to stage a coup.

They started the rally at noon in rainy conditions amid tight security on Ratchadamnoen Nok Avenue where the Army headquarters is located.

The road was closed for the protest until 6pm, when the red shirts dispersed.

Gen Prayuth and Army chief Anupong Paojinda were not at the headquarters yesterday. The pair travelled to Yala province in the deep South on Thursday.

UDD leaders announced that the objective of their rally at Army headquarters was to ask Gen Prayuth if he would stage a coup.

However, Gen Prayuth told reporters on Wednesday, "There won't be any coup for sure".

An Army source said Gen Prayuth had assigned one of his classmates in Class 12 at the pre-cadet school, Lt Gen Daophong Rattanasuwan, deputy chief of staff, to monitor the situation and 1st Army commander Lt Gen Khanit Sapithak to ensure peace and order at Army headquarters.

The UDD yesterday gave their rally the following slogan: "Befriending brave soldiers, but protesting against aristocrat-serving soldiers."

UDD leader Jatuporn Prompan claimed Gen Prayuth had discussed with Air Force chief ACM Itthiporn Supawong on Jan 16 a plan to stage a coup to resolve the unrest in the country.

Mr Jatuporn claimed the military is divided. One side wants to stage a coup, but another agreed with the red shirts and wanted to protest against a coup.

Mr Jatuporn said the UDD's next rally targets would be the Air Force, the Defence Ministry, the Election Commission, the Pope in Rome and the Royal Golf Lanna golf course in Chiang Mai, which they claim is linked to Privy Council president Prem Tinsulanonda.

They then plan to hold a mass rally in Bangkok to oust the government.

Group Captain Monthon Satchukorn, deputy spokesman of the Air Force, denied that the military's top brass met at the Air Force to discuss a coup.

Meanwhile, Col Sirijan Ngathong, deputy Army spokeswoman, said the Army would conduct military training in Bangkok and other provinces throughout February.

The training sessions were regular annual training sessions and were not linked to any coup.

Army troopers and military supplies would be transported from army camps to training sites in different areas this month, she added.

Junior parties file charter change motion

The five junior coalition government parties officially submitted their constitutional amendment motion to Parliament President Chai Chidchob on Wednesday.

The motion, signed by 102 MPs, seeks to amend Section 94 to change the voting system from multi-MP to single-MP constituencies and Section 190 which requires the government to receive prior parilamentary approval for international agreements.

The five parties are Bhumjaithai, Chart Thai Pattana, Ruam Jai Thai Chart Pattana, Puea Pandin and Social Action.

The motion is accompanied by draft legislation prepared by the five parties.

Mr Chai said he would forward the motion to the Secretariat of the House of Representatives for verification. If the motion is verified, the amendment bill would be put on the House agenda for further deliberation in the first reading.

Deputy Prime Minister and Chart Thai Pattana chief adviser Sanan Kachornprasart said he still hopes that more MPs from the opposition Puea Thai Party and the prime minister's Democrat Party will decide to support the charter amendment bill.

[color:red]The Puea Thai and Democrat parties have resolved not to co-sign the motion. While Puea Thai Party wants a return to the 1997 charter, the Democrat Party is happy with the status quo.

Maj-Gen Sanan said many Puea Thai MPs also preferred single-MP to multi-MP constituencies.

"Many Democrat MPs, too, hold the same opinion, but they have to follow the party's resolution [against single-MP constituencies].

"However, there is still time for a rethink. The Democrat Party may review its resolution and when the time comes they may vote for the amendment legislation," he said.

Maj-Gen Sanan said he had not yet had talks with senators but believed many of them also supported the coalition parties' amendment motion.

At least half of the 624 members of both chambers are required to pass the motion at its first reading.

PM gives assurance of law and order

Prime Minister Abhisit Vejjajiva assured tourism operators that there would be no violence during the red-shirts rally this weekend, during a meeting at Government House today, acting government spokesman Panithan Wattanayakorn said on Tuesday afternoon.

[color:red]“The state authorities responsible for maintaining law and order in Bangkok and vicinity will not carry any weapons. They will not use force against the protesters,†Mr Abhisit was quoted as saying.

Mr Abhisit was confident that the government is capable of keeping the situation under control.

Members of the Association of Thai Travel Agents and the Domestic Tour Business Association met the prime minister this afternoon for a briefing on the political situation and the use of the Internal Security Act in Bangkok and nearby provinces during the red-shirt rallies.

Mr Panithan said the business operators also plan to meet leader of the opposition Puea Thai Party to explain their woprries about the anti-government demonstrations in Bangkok this weekend.

The business operators called on all parties to help maintain peace and order in order to minimis the negative impact of the protest.

If there was any violence it would destroy the country’s image and threaten the safety of foreign tourists, cabinet members and innocent Thais, the acting government spokesman said.

PM may stay in safehouse during rally

Prime Minister Abhisit Vejjajiva said on Tuesday he may chose to stay in a safehouse during the rally of the United Front for Democracy against Dictatorship (UDD) this weekend.

He said he would possibly stay in the safehouse together with other authorities responsible for monitoring the situation and giving orders. This means the safehouse would have proper communication equipment.

The prime minister said he believed the UDD's ultimate goal of this rally was to force a change of government and a snap election. However, he said he did not see any factor which could help the UDD achieve that goal.

He reaffirmed that the government did not have a plan to take any particular action against the red shirts.

Mr Abhisit declined to comment when asked to comment on Puea Thai MPs chairman Chalerm Yubamrung's speculation that a leading personality on the government's side would from London direct an operation of a certain group of people disguising themselves as the red shirts to cause disturbance on Rajvithee road and Siriraj Hospital and put blame on the UDD the rally.

Mr Chalerm, in making that remark, was apparently referring to Newin Chidchob, the de facto leader of the Bhumjaithai Party, who was now in London.

"There should not be a loss of lives in this rally because if this happens nobody would be winner," said the prime minister.

Mr Abhisit said the Internal Security Operations Command (ISOC) would hold a meeting on Wednesday to make preparations for security operations under the Internal Security Act which would take effect from Thursday.
