Thai emergency rule to stay for now - PM

 

BANGKOK, April 19 (Reuters) - Thailand's capital, Bangkok, could remain under emergency rule for another week after an attempted political assassination raised fears of further unrest, Prime Minister Abhisit Vejjajiva said on Sunday.

 

In his weekly televised address, Abhisit also gave more details of a move to amend the controversial 2007 constitution in a bid to resolve Thailand's long-running political crisis.

 

"I hope when I meet you again next Sunday. We will feel normalcy and peace in society again," he said of the emergency rule imposed during a week of protests in which two people were killed and a major Asian summit cancelled.

 

The state of emergency covers the sprawling city of 10 million people and surrounding areas, but has had little impact on daily life. There is no curfew and troops are visible in only a few areas away from tourist sites.

 

Abhisit vowed to find those responsible for Friday's gun attack on Sondhi Limthongkul, a core leader of the "yellow shirt" protest movement against former Prime Minister Thaksin Shinawatra who was ousted in a 2006 coup. [iD:nBKK383609]

 

Sondhi was in stable condition recovering from head wounds after gunmen raked his car with automatic rifle fire on Friday, escalating tensions after a week of street violence involving rival "red shirt" protesters loyal to Thaksin.

"This can lead to wider conflict. Please be confident that the government will solve this case with speed and in a transparent manner," Abhisit said, urging Sondhi's supporters to stay off the streets.

"Please do not raise this issue into a wider violent conflict which will put democracy at risk," he said. Sondhi's People's Alliance for Democracy (PAD) played no part in the political violence which forced the government to cancel a major Asian summit last week after Thaksin supporters invaded the conference site in the nearby beach resort of Pattaya.

 

The extra-parliamentary PAD mounted a street campaign in 2008 that peaked with the occupation of Bangkok's main airports and undermined two pro-Thaksin governments that were thrown out by the courts.

 

No PAD leader has been arrested or charged in connection with the airport seizures which stranded thousands of foreign tourists and badly damaged the economy.

 

By comparison, authorities swiftly arrested several red-shirt leaders of the three-week siege of Abhisit's offices at Government House, which ended last week after troops surrounded the group.

 

The red-shirted United Front for Democracy against Dictatorship (UDD) wants Abhisit to resign and call new elections, arguing that his victory in a parliamentary vote in December was illegitimate.

Abhisit refused again on Sunday to call a new vote, saying there was a high risk of violence in the current politically charged climate.

 

Calm has returned to Bangkok's streets for now, but the divide between Thailand's royalist elite and middle class elements of Thai society who oppose Thaksin and his rural backers remains as deep as ever.

A new election would be held under the constitution drafted by a military-backed government in 2007, which critics say is undemocratic and has been a source of political tension.

Abhisit said political parties will have two weeks to suggest amendments, which will be presented to the public for consent. "If we get that, we will go ahead with the amendments".

Puea Thai hands 'evidence' to EC

 

The Puea Thai party on Wednesday submitted evidence to the Election Commission (EC) it claims will lead to the dissolution of the ruling Democrat party.

 

Spokesman Prompong Nopparit handed a video clip over the EC.

 

He claimed it proves Democrat leader Abhisit Vejjajiva approached banned politicians like Newin Chidchob and former Chart Thai party leader Banharn Silpa-archa and asked they help him form a government. This, he said, was a violation of the constitution.

 

He asked the EC to handle the case transparently and apply only one standard in judging it.

 

"This could be the beginning of reconciliation," Mr Prompong said.

Uhh ... wait a minute, hasn't a banned politician named Talksome Shitalot been making regular calls to the Puea Thai leaders giving them "advice"?

PM: Replacements will be found if ministers are guilty

 

Prime Minister Abhisit Vejjajiva said on Friday he would have no choice but to abide by the law and find replacements if the Constitution Court convicts and disqualifies any cabinet ministers for wrongfully holding shares in companies dealing with the state.

 

The Election Commission is expected to next week examine a complaint that as many as 85 MPs, including cabinet ministers, are in breach of the constitution by holding stakes in media organisations or companies doing business with the state.

 

The petitions were filed by Senator Ruangkrai Leekijwattana and Bhumjaithai spokesman Supachai Jaisamut, whose party is a member of the coalition government.

 

The MPs targetted include Deputy Prime Minister and Democrat party secretary-general Suthep Thaugsuban, House Speaker Chai Chidchob, Deputy Prime Minister Sanan Kachornprasart ;) , Sanoh Thienthong, Sunai Julapongsathorn, Deputy House Speaker Apiwan Wiriyachai and Deputy Public Health Minister Manit Nop-armornbodi.

 

If the EC finds any of them to be in the wrong, the Constitution Court would have the final say, Mr Abhisit said.

If any ministers were dfisqualified he would then have to consider a cabinet reshuffle.

 

"No problem. We have to abide by the rules," the prime minister said.

 

The prime minister said he had not held shares in any company for a long time, knowing that this could be a problem.

He had also warned MPs in the Democrat Party to be aware that share ownership could be a problem.

 

Mr Suthep said he would accept the court's decision if found guilty of violating articles 48 and 265 of the constitution by holding shares in companies doing business with the state.

 

The Election Commission's ruled on Thursday that 16 senators are in breach of the constitution regarding shareholdings. The EC will forward its recommendation to the Constitution Court, which will decide whether to disqualify them.

 

Mr Suthep is among the 28 MPs of the Democrat Party named in the petitions and whose assets are also under scrutiny.

The deputy prime minister said he would respect the law and the court's decision.

 

However, he had sold all of the shares in question while still in opposition, before taking the post of deputy prime minister in the Abhisit government.

"If a large number of senators and MPs were to be disqualified because of this matter, there must be by-elections to find replacements," he said.

"As for myself, I will tell the court that I bought the shares honestly, not knowing whether they were of a listed company doing business with the state," said Mr Suthep.
