It also occurs on beaches elsewhere in Thailand. Of course, the police, too, benefit from the scam! Only problem with that is the policeman is a partner in the scam. He was called by the scammers--and they always use him (and perhaps a couple others). Yes, film this happening again and ask the local newspaper to take them to account. Start publishing it on the national papers and ask why?
