Eight Phitsanulok districts declared disaster zones from floods

PHITSANULOK, Sept 29 - Eight districts of this northern province have been declared disaster zones due to severe floods.

The eight districts are Nakhon Thai, Chat Trakan, Wang Thong, Noen Maprang, Bang Krathum, Bang Rakam, Wat Bot, and the provincial seat. This status will help local authorities receive emergency funds to assist and alleviate flood victims.

Local Disaster Prevention and Mitigation Officer Boonying Kumsuphan said over 10,000 rai of rice fields, over 2,100 rai of other agricultural lands, local roads, wooden bridges and dykes have been damaged by floodwaters. In some districts, the water level is as high as 50 cm to one metre deep.

Meanwhile, floodwater in the eastern province of Prachin Buri has remained the same level, following this morning's visit by helicopter of Prime Minister Yingluck Shinawatra and her entourage.

A wide area of agricultural farming has been affected, while the province's economic zone is slightly impacted. Local authorities were assigned to speed up draining water to the Bang Pakong River to help alleviate public burden.

Accompanying the premier on the one-day trip was former Prime Minister/Chart Thai Pattana Party adviser Banharn Silpa-archa. The flood situation in Prachin Buri province and nearby areas is expected to improve within seven days, given that related parties are collaborating to solve the issue, Mr Banharn said.

Deputy Prime Minister Plodprasop Suraswadi, as chief of National Water and Flood Management Policy Office, accompanying another entourage of the premier this morning, said over 200 million cubic metres of water have been drained out of Prachin Buri, while another 800 million cubic metres remain.

Should the 600 million cubic metres of water be drained within a fortnight, the water situation there will improve.

In the central province of Ayutthaya, local authorities on Sunday provided vehicles which can produce 10,000 litres of drinking water/day to flood victims, as local pipeline systems in some communities cannot produce their own potable water supply due to high levels of floodwaters. More rain expected, storm approaching

The Meteorological Department on Sunday issued an advisory for people in the upper Northeast and the eastern part of the North of Thailand to brace for more rain.

As of 7am, Typhoon Wutip, centred 480 kilometres east of the Vietnamese coast, was moving in a northwesterly direction at a speed of 10 kilometres per hour, with a speed of about 130kmh at the centre, the department said.

It is expected to make landfall over Hue, Vietnam, on Monday or Tuesday. Thereafter, it's strength will decline and move westward to Nakhon Phanom province.

The storm is expected to bring more rain, isolated heavy rain and gusts over Nakhon Phanom, Mukdahan, Kalasin, Nong Khai, Sakon Nakhon, Udon Thani, Nong Bua Lamphu, Loei, Khon Kaen, Chaiyaphum, Phitsanulok and Phetchabun, beginning with the eastern part of the Northeast on Monday afternoon.

Chatchai Promlert, chief of the Disaster Prevention and Mitigation Department, said more than two million people in 210 districts of 30 provinces have been affected by floods since Sept 17.

Mr Chatchai said the flood situation in five provinces had eased.

According to a report by the water situation analysis centre of the Royal Irrigation Department, as of Sept 27 the combined volume of water in all major dams around the country was 47.26 billion cubic metres, or 67% of capacity.

The dams can still take an additional 22.8 billion cubic metres of water during the rainy season.

The Royal Irrigation Department's emphasis is on the management of water at various reservoirs in line with the volumes of rainwater in each locality to keep water for use in the dry season.

In Chaiyaphum's Muang district, heavy rain continued to fall and flood levels had increased to about 50 to 70 centimetres since Saturday night. Main roads in the district were inundated and impassable to small vehicles.

Prime Minister Yingluck Shinawatra on Sunday visited Prachin Buri's Kabin Buri district where flood levels reached two metres.

Ms Yingluck was travelling with Chartthaipattana Party chief advisor Banharn Silpa-archa, Transport Minister Chatchart Sithipan, Interior Minister Jarupong Ruangsuwan and government water management committee member Royol Jitdon.

The premier and her entourage distributed relief supplies to flood victims and discussed ways to deal with the flood situation.

In Prachin Buri's Si Maha Phot district, supporters of the red-shirt United Front for Democracy against Dictatorship (UDD) gave out small boats, packed rice and dried food to people affected by flooding.

Sa-nga Khunyosying, a red-shirt leader in Prachin Buri, said 100 small boats and 2,000 bags of packed rice and dried goods were given to locals in the area.

Ms Sa-nga said the relief supplies were from Thaksin Shinawatra. The ousted premier wanted to help people who have been hit by flooding, she said.

Commerce Ministry to provide discount commodities to help flood victims

BANGKOK, Sept 29 - The Commerce Ministry will provide cheap commodities for sale to help flood victims.

Deputy Commerce Minister Yanyong Puangrat said Prime Minister Yingluck Shinawatra had assigned all ministries to assist flood victims and help relieve their burdens in more than 10 provinces now under water.

Local Commerce Ministry offices and Internal Trade Department were assigned to closely monitor the public's commodities situations to assure supplies are sufficient for public consumption during floods and to prevent merchants from raising goods prices.

After floodwater recedes, the Ministry is planning to organise blue flag caravans for low-priced commodities in flooded areas.

Mr Yanyong said should any irregularities of price adjustments be found due to flooding, the public can call hotline number 1569 to report. (MCOT online news)

"and the provincial seat" - I lived in the Phit for 5 years and I don't remember the city ever flooding. :surprised:

I saw a blue plastic boats with supplies etc parked about a kilometer from me yesterday. Big sign on it announcing it was courtesy of Pheu Thai. I hope they aren't figuring we're going to get flooded here in north Bangkok too. :p

At least maybe all those sacks of unsold rice can be used as sand bags. :dunno:
