Rooftop security to be stepped up

POLICE WILL step up security at key government agencies and deploy officers on rooftops around rally sites today to prevent incidents by third parties wanting to incite violence, a deputy police chief said yesterday.

Deputy Police Commissioner Pol Gen Worapong Chiewpreecha, deputy director of the Centre for Administration of Peace and Order (CAPO), said police and troops were being deployed to guard key government offices such as Government House and Parliament.

He said officers would also be deployed on high-rise buildings in the area to watch out for possible attacks by third-party groups.

Worapong said CAPO feared a third party may want to incite violence as protesters marched today along nine routes announced by the People's Democratic Reform Committee (PDRC). He believed third-party assailants were responsible for incidents that led to protesters being killed and injured near Ramkhamhaeng University last week.

Government offices would protect their own compounds today, but could also request additional assistance from police if they felt it necessary, said the deputy CAPO director, adding that police would clear roads for marchers, if they stayed peaceful and protesters did not try to enter government offices.

Police, he said, would also erect concrete barriers and barbed wire around key government offices, but would reduce the areas covered as protected zones.

CAPO spokesman Pol Maj Gen Piya Uthayo said the centre would also avoid confrontation with protesters planning to march on Government House today. Police would adopt a compromising stance, he said, and treat protesters with compassion in attempt to avoid violence. He also called on protesters to remain peaceful - not to carry weapons, and to avoid breaking into state agencies.

Piya said he suspected that ill-intentioned groups on Chaeng Wattana Road intended to provoke clashes by throwing bricks and firebombs at protesters' vehicles. He warned all parties against any mishaps as protesters march.

Democrat deputy spokeswoman Mallika Boonmeetrakool said that prior to Prime Minister Yingluck Shinawatra's address to the nation yesterday, she had received a document featuring an instruction from the PM, given via the Defence Ministry, requesting military personnel to monitor protesters at certain rally sites.

There was also another urgent instruction issued to all departments of the Interior Ministry, requesting that 10 per cent of its workforce take back the Ministry of Interior from protesters. The names of officials would be announced today, she said.

Mallika said red-shirts were also mobilising supporters who would gather at the National Memorial on Vibhavadi Rangsit Road today to oppose anti-government protesters led by the Democrat Party.

"When the masses are incited to clash with political opponents, this is a sign of looming political chaos. We urge the PM to review her stance, or she could end up with blood on her hands. The PM should not listen to the advice of her advisers, who seem bent on resorting to force,'' she said.

In other news, Worachai Hema, a Pheu Thai MP from Samut Prakan and red-shirt, alleged the PDRC planned to incite violence during its rally today so it could accuse the government of using force.

Worachai alleged that the PDRC had mobilised southern supporters with weapons to try and stir up trouble. He also claimed anti-government protesters planned to block access to Suvarnabhumi Airport in an effort to create havoc.

Protesters from Government Complex start marching to Government House

Scenes from Channel 3 and TNN 24 showed that protesters are gathering at several starting points throughout in Bangkok waiting for time to start marching to the Government House.

The TV stations reported that more protesters have gathered at some sites around the Government House, such as the Democracy Monument and Nang Lerng.

Eight of nine marches to the Government House are scheduled to start at 9.39am while the main group at the Government Complex on Chang Wattana Road which was led by Suthep Luengsuban already started at 7.25am because of its distance from the Government House.

Meanwhile ...

Suthep and Sonthiyan: fierce foes of Thaksinism

POLITICIAN-turned-revolutionary and controversial figure Suthep Thaugsuban, who is leading the People's Democratic Reform Committee as it instigates massive civil unrest in the capital, undoubtedly has not only strong financial backing, but also a network of brainstormers behind him.

In the middle of 2012, Suthep began his civic movement by sponsoring the establishment of the Thai TVD satellite channel - and assigned Sonthiyan Chuenruetai-naitham to be in charge of the station.

Sonthiyan, who had earlier run the T News agency and T News satellite channel, has played an important role in spearheading anti-Thaksin regime campaigns in association with the Siam Samakkhi group since 2009.

To achieve a strong nationwide network, Sonthiyan recruited Chaiwat Surawichai and his team to establish the Political and Human Resource Development Institute as his "think tank".

With all the resources ready, Suthep embarked upon his civic movement by launching "Public Forum" rallies in Chumphon, Trang, Nakhon Si Thammarat and Songkhla, broadcasting live the events via the Blue Sky, T News and Thai TVD channels.

After some time, Suthep's Public Forum events were turned into "Reveal the Truth" rallies run by the Democrats every Saturday with more than 60 rallies across the country.

Sonthiyan, or Toi, a former left-wing Ramkhamhaeng student, revealed on his personal Facebook page that his ties with Suthep began when the Democrats became the main opposition party in 2011.

"Suthep refused to take up any position in the party because he wanted to devote himself to [opposing] the Thaksin regime. He wanted to wash his hands of politics," Sonthiyan said.

Sonthiyan, who once had faith in revolutionary theories in line with Marxist and Leninist ideologies, has changed his beliefs and adopted constitutional monarchy as the new way to go.

"For 80 years, Thais have been deprived of power after the country changed from absolute monarchy to military dictatorship to capitalist dictatorship. The Thaksin regime represents capitalist dictatorship that wants to run the country with absolute control, overlooking the fact that people have hearts and intellect," he said. "I have never declared that I am a co-leader. Suthep and I worked together from day one as partners and I demand nothing in return."

Protesters besiege Government House

Protesters besieged Government House Monday morning, prompting the government to cancel its plan to invite foreign diplomats to observe the situation there.

Several TV channels reported that many groups of protesters have reached the wall of Government House and were waiting there for the main procession from Government Complex led by Suthep Thaugsuban to join them.

They were waiting outside without making efforts to break into the compound.

Anti-government rallies continue despite House dissolution :surprised:

Thousands of anti-government protesters from all directions on Monday continued their march to the Government House although Prime Minister Yingluck Shinawatra has announced House dissolution.

Leaders of the protests, most of them were former Democrat MPs, said it was too late, the dissolution of the House was now meaningless as Yingluck government is still in the job as interim government.

They reiterated that setting up of ’people’s council’ is necessary to ensure that Thaksin Regime and its servants will not come back.

The protests from eight routes started at 9.39am and headed to the Government House. The main march from the Government Complex that is led by Suthep Thausuban left before the set time as it was the farthest compared to other routes.

The protesters at the Government Complex left the venue at 8.30am. None of protesters remained behind.

Some 50 vehicles joined the procession, which had a convoy of motorcyclists in the front. Many people along the way joined the procession as it passed them.

Meanwhile Satit Wongnongtaey and Tavorn Senieum, protest leaders at the Democracy Monument, demanded the caretaker government resign following House dissolution.

Satit told protesters that House dissolution was a first victory but was not enough for achieving real democracy and the protests would continue.

He said the People’s Democratic Reform Committee wanted the people’s council to be formed and the caretaker Cabinet to resign. Tavorn said the protesters wanted the caretaker government to resign.

Meanwhile hundreds of protesters whose rally site is near at the Government House arrived at the venue and started laying siege.

Yingluck who announced the House dissolution in the morning is at Royal Police Bureau headquarters on Pathumwan Road.
