The Legal and justice system reform committee proposes the model of reorganization of the Royal Thai Police Office

 

1. Dissolution of the human resource executive [This is the internal police committee that overseas promotions in the force. At all levels of the police, large bribes are required to move up in rank.]

 

Dissolution of the OPC (Office of the Police Commission)Establishment of the National Police Affairs Council [comprising the following]

– Head of security-related government agency

– Head of justice system/judiciary

– National Human Rights Committee members

– Persons selected by the members of parliament and senators

– Citizens who can participate in the appointment and transfer of police officers [as well]

 

[The inclusion of these parties in a committee on police promotions and transfers strikes at the heart of Thaksin and Red Shirt dogma as their plan for reconciliation is that the judiciary and NGOs be stripped of power to intrude into government affairs.]

 

2. Dissolution of the Royal Thai Police Office [meaning the end of the centralization of all police into a common command]

 

Transfer the following agencies

– Forest police to the Forest Department

– Railway police to the State Railway of Thailand

– Tourist police to the Ministry of Tourism and Sports[At present the police provide security within ministries and other governmental departments, giving them influence and intelligence capabilities throughout the system. The new plan would allow ministries to command their own specialized security forces apart from the centralized law enforcement function of the national police.]

How could this go wrong?

For what it's worth I don't think this will go wrong, appointments and transfers of police would be seen to be more acountable to the public than previously. The new body proposed the Police Affairs Council would be responsible for all appointments.

 

Members would come from the heads of the justice system, representatives of the National Human Rights Commission, and other people selected by elected MPs and senators. Bribing your way into top positions would be difficult with such a diverserity of members in the council which is the whole idea.

 

I don't see anything wrong in the diversifcation of police command rather than a central command either, a sort of check and counter balance mechanism, without absolute command being in one place.

One major factor behind this is probably the fact that the national commander of the police is directly responsible to the prime minister. This gives whoever is PM a big say in choosing him, as when Yingluck named Thaksin's brother-in-law as the police chief. This meant the Shinawatra family had considerable say on everything connected with police, including promotions (which went to Thaksin loyalists).

 

This may well be a good idea, but I also it as aimed at reducing the influence of the PM over the police nationwide.

I think the best idea would be to divide the police into 12 divisions, one to ensure each of the 12 national core values. And one extra division just to sing the happiness ballad.

 

What's amazing is that all this politics can go on at such a bizarre, bumbling pace, and yet at the same time so many other real-world interests are implicated - regional security, Thai manufacturing and ports, livelihoods for the Thai people, and so on. Like Alice In Wonderland.

 

Anyway, back to the Ballad.

If you're mates with the boss, you can be Major General Captain Lieutenant Sargent Colonel Brigadier Admiral Viceroy Chief Somchai of the police booth on the corner of Suk and Soi 320. But you'll have to buy your own medals and ribbons.
