Coss
Yes, MLG and I were looking at this last night. Attapeu Province, South East end of the country, no-one we know there, hopefully. What a fuck up. Lao/Thai/Korean company, started in 2012, wasn't gonna be ready until 2019. Good article at the BBC link Thanks Cavanami. Flashermac
This is why residents of western Thailand have been so dead set against building more dams there. When they go, they take everything with them.
Mekong
It was not the main dam that collapsed, that is still under construction, but the "Cofferdam" For dam construction, two cofferdams are usually built, one upstream and one downstream of the proposed dam, after an alternative diversion tunnel or channel has been provided for the river flow to bypass the dam foundation area. These cofferdams are typically a conventional embankment dam of both earth- and rock-fill, but concrete or some sheet piling also may be used. Coss
Also, its one of several in the same project, the "lake" behind it would have been one branch of the same thing, for several dams, like fingers in a hand. Yes you are right, t'wasn't finished. I did read it was 24 metres thick. I'm no earther, but It sounds a little thin for me, particularly if it's dirt.
