Although visa applicants may apply at any U.S. consular office abroad, it may be more difficult to qualify for the visa outside the country of permanent residence. But if there is a hard and fast rule that the person must be on official business or a resident would expect that rule to be in the wording and wondered if there were any official site saying this.
