The Chief Executive of the new airport Mr Pongsak Raktapongpaisarn, Thailand Transport Minister, was confident that Suvarnbhumi (new Bangkok airport) would be ready to open its gates for commercial flights on 29th July 2006, with a total scheduled flights of 22 on the opening day. He urged would be passengers to come and experience the opening of new airport themselves. The first time it is open obviously means that it is the first time it's open. (I take it for granted that it wasn't open during the Ayutthaya Period of Thai history.)
