But it was a disaster, but it was played from all angles, and frankly, Hazlewood *may* have been made the scape goat. Part of the blame has to be placed on the port/state/whoever was responsible for having in place the equipment to contain the spill, a lot of buck passing here. $30K is chump change to these people though...
