You can only go with a person with the same number, then of course you can purchase your way to a better number to be issued at customs which the money would be like a tax sort of, social security for thais!!!!!!!!!! If you are paying a bar fine for someone you are attracted to you would assume the bar would insure they were not underage!!!!! If there is a demand there will be a supply of such!!!!! This also works with several other non legal things bombs, guns and such........ Then paying a bar fine would be ilegal in itself if the intentions of this bar fine was for sex... Reality is they dont, and if you are caught with someone 15-19 it will cost you up to three years of your life.
