Tyfon Posted October 24, 2009 Report Share Posted October 24, 2009 The spoof is wrong about one thing, the UK is already overrun with 'Howards', I imagine it's where the idea for TPV came from. In addition to what are now called Community Support Officers (used to be Special Constables in the days before the police were privatized), there are armies of fully-private security thugs in uniforms that are deliberately modelled on police uniforms and routinely use public confusion to enforce 'rules' that they have no powers to enforce.
