The Australian government handed Jakarta a cheque for a billion AUD (around 30 billion baht at the time of the tsunami, by my best estimate) and I have seen little media from Indonesia to show us how the money helped rebuild communities. Aceh looked to be getting its act together a year or two ago, but the last I heard they were back to the bad old days of the TNI shooting people in the villages. The beat goes on.
