Even 'The West Wing' gave the VP more air-time than he seems to get in real life. I think the VP hasn't much, if any, political power. It seems to be more or less a PR and advisor position and IMHO Biden serves these positions well. He seem to be very well versed in US and foreign politics and thus is a close advisor to Obama.
