How to make a call to Bangkok, Thailand

I need to make a call to a friend in BANGKOK and the Cellular phone # is 09-xxx-xxxx. I'm calling from Ca, USA. Is this the correct way?

011-66-2- 09-xxx-xxxx

IDD: 011

Country code: 66

area code: 2

Cellular phone #: 09-xxx-xxxx

Do I need to dial 09 (for cellular phone) or just the 7 digits phone #.

Are all these correct # to make international call?

You do not need the 2 (BKK city/area code). 9 or 1 are city/area codes for mobiles. When dialing within Thailand you use the 0 prefix in front of city/area code. When dialing outside Thailand you drop the 0.

The number would be:

011 - IDD

66 - Cntry Code

9 - City/area code

###-#### - 7 Digit phone number

The number used for a domestic call is different from what you use calling into Thailand. I wonder what genius designed that. Normally, you drop the leading 0 when calling into Thailand. While I haven't tried calling a cell phone, it would mean in your case you would use 011-66-9-xxx-xxxx. That is unless the same genius made yet another special case to throw people off.
