How could he have a Non-Imm O? If single, no family in Thailand and over 50 years of age the Visa is a Non-Imm O-A (Retirement Visa) not a Non-Imm O (Family Support) For many years Police Clearance and medical report have been Required for a Non-Imm O-A Visa but not for a Non-Imm O, maybe you are confusing both.
