"with a total of 23 being transferred out of the precinct"

Never understood how this can be seen as sufficient punishment. In the West a crime like this would very likely mean expulsion from the police force.

Sanuk!

My guess is Mr MiB has a pyramid that he builds up over the years. Bars, food-stalls shops etc at the base of the pyramid funnel money up to the top where Mr Mib sits. Mr MiB also has contacts connections and whatever else an MiB develops for himself.

Getting transferred is severe punishment because Mr MiB loses his pyramid and has to start over in a precinct where the tea money people are already wrapped up by the other MiB guys in that precinct. And he has no connections to help him out if he has a problem.

I'd say the reverse is true.

As to whether its punishment, taking away his pyramid is the equivalent of closing down his business. He is left with only a cop's salary and whatever else he can scrounge in a strange place.

In the US the cops would be prosecuted for torturing a suspect.

To where? Maybe to Narathiwat?

LOL! Cynic... ::

maybe it was meant cynic, but it is a fact that several blacklisted (due to poor performance or malpractices or maybe just because their superiors wanted to get rid of them) police and army officials have been transfered to the 3 southern provinces narathiwat, pattani and yala
