I remember in the old days at Don Muang the delays at the immigration entry were so annoying with unsuspecting travelers getting caught out. Then there were the one skint and couldn't pay it. I did read an article where airlines intended on factoring it into the airline ticket but to be honest haven't been closely following as last time I traveled up LOS it hadn't come into effect.
