The most well-known free wi-fi point in Bangkok used to be in the Siam Discovery Centre, whoever it would seem a number of people who wished to do naughty things online went and used the connection there and this was the very reason why free wi-fi there was discontinued. There ARE other ways to attempt to trace the person, but you?re right, going back to the ISP, which would lead to the free wi-fi provider, would ordinarily be the first step.
