Let's say there is a 1% something goes wrong and you have to leave a day late, well there is also a less than 1% chance you will get caught at a check point so your chance of getting into "hot water" is about .01%. The people recommending you leave on the 21st are probably people who drive at exactly 20mph in a 20mph zone while everyone else is driving at 25 and not getting caught.
