The ministry did grant visas to about 30 Tibetan exiles living in India to take part in the Festival of Tibetan Spirituality, Arts and Cultures, which started in the Thai capital on Friday. The festival will run through March 10 every day except tomorrow. Jetsun Pema was scheduled to give a a keynote speech on the opening day. In explaining the decision, Chavanond Intarakomalyasut, secretary to the foreign minister, said [color:red]the ministry feared that giving permission will be linked to politics.[/color] { and not giving permission is what? apolitical? what an idiot } '' We don't want to be in the middle of international conflicts,'' he said. With the refusal, however, that is just what the Thai Foreign Ministry has positioned itself for, and unnecessarily so. Thani Thongpakdi, a foreign ministry deputy spokesman, said the visa applications were rejected because the government does not allow people or groups to ''use Thailand as a base to conduct activities detrimental to other countries''. As recently as last October, Rainsy gave an anti-Hun Sen speech at an event in BKK which was sponsored by the FCC. China regards Tibet as an integral part of its territory, and considers the Dalai Lama a dangerous separatist. But the guest of honour is missing from the list. Jetsun Pema, the 69-year-old sister of the Dalai Lama, was supposed to be giving a speech, with the working title Tibet: My Story. The Thai government has decided that telling her story could be interpreted by China as a political statement. A spokesman for the Thai Foreign Ministry told the BBC: "Thailand has a long-standing policy of not letting any person use Thailand as a base to criticise or undertake activities detrimental to other countries."
