the Cycling Team HAVE to train in Manchester,no matter where they live unlike other sports.

if they don't train in Manchester then no place on the Team,that is a hard rule.

in the Competitions you mentioned each Country has their own Federation and therefore competes as a separate entity.

in 2012 the idea of a British Football Team is vetoed by the Scots,Welsh and Irish because of internal politics.
