Constitution can't get changed unless national vote.

 

So why they worry - they can campaign against it.

 

Not true, requires three readings and votes, 2 votes of more then half the memebers, one simple majority present.

CHAPTER XV

Amendment of the Constitution

 

 

Section 291. An amendment of the Constitution may be made only under the rules and procedure as follows:

 

(1) a motion for amendment must be proposed either by the Council of Ministers or members of the House of Representatives of not less than one-fifth of the total number of the existing members of the House of Representatives or members of both Houses of not less than one-fifth of the total number of the existing members thereof or persons having the right to votes of not less than fifty thousand in number under the law on the public submission of a bill;

 

A motion for amendment which has the effect of changing the democratic regime of government with the King as Head of State or changing the form of State shall be prohibited;

 

(2) a motion for amendment must be proposed in the form of a draft Constitution Amendment and the National Assembly shall consider it in three readings;

 

(3) the voting in the first reading for acceptance in principle shall be by roll call and open voting, and the amendment must be approved by votes of not less than one-half of the total number of the existing members of both Houses;

 

(4) in the consideration section by section in the second reading, consultation with the people who submit a draft Constitution Amendment shall be held;

 

The voting in the second reading for consideration section by section shall be decided by a simple majority of votes;

 

(5) at the conclusion of the second reading, there shall be an interval of fifteen days after which the National Assembly shall proceed with its third reading;

 

(6) the voting in the third and final reading shall be by roll call and open voting, and its promulgation as the Constitution must be approved by votes of more than one-half of the total number of the existing members of both Houses;

 

(7) after the resolution has been passed in accordance with the above rules and procedure, the draft Constitution Amendment shall be presented to the King, and the provisions of section 150 and section 151 shall apply mutatis mutandis.

<< Only a handful of PAD members remained at Government House on Tuesday, as a crane removed the shells of six buses used to barricade surrounding roads.

 

Bunkers of sandbags and car tires stacked two meters (six feet) high were everywhere, beside lines of makeshift tarpaulin tents. The carefully manicured lawns and gardens were invisible beneath a sea of wooden pallets and cardboard sleeping mats.

 

PAD supporters left with no hint of remorse or regret.

 

"I feel very proud and am very glad to have done all this," said Tae Saekuay, a toothless, hunchbacked 67-year-old as he carried a small plastic sack of clothes and bedding through the mess toward the barricades.

 

"We need a new, clean government. We don't want corruption," he said. >> :p

actually the 'goal posts' hasn't been moved - requirement to halt demonstrations/airport seizures has all along been removal of PM AND house dissolution. This means removal of all ministers in my book right?

So there is some kind of concistency even if the means are over the top.

PAD agrees with AOT to resume services at Suvarnabhumi, but rally to continue

 

The People's Alliance for Democracy Tuesday agreed in principle to cooperate with the Airports of Thailand Plc to reopen services at the Suvarnabhumi International Airport but the PAD will not end its demonstration there.

 

The agreement was announced at 3:30 pm by Somkiart Pongpaibool, a PAD leader and Vudhibhandhu Vichairatana, chairman of the AOT board of directors, following their meeting.

 

Somkiart announced that the PAD would allow flights to resume at the Bangkok international airport after AOT technical officials check technical readiness of all systems.

 

He said a joint committee between the PAD and AOT board would inspect assets in the airport and would open gateways for passengers to use the airports for arrival and departures.

 

Somkiart said the PAD would allocate a zone for its demonstration to continue without affecting the passengers.

 

Vudhibhandhu said the board would cooperate with the PAD to check the readiness of the systems and would try to resume services within 24 hours.

 

He said the AOT board would try to make the systems of the airport ready in line with international standard.

AOT president ready to arrange special zone for PAD rallies at airports

 

Airports of Thailand Acting President Serirat Prasutanond Tuesday asked The People's Alliance for Democracy to leave Suvarnabhumi and Don Mueang airports, after the Constitution Court dissolved three coalition parties.

 

Serirat said that now that Prime Minister Somchai Wongsawat was disqualified by the ruling, PAD has its wish satisfied. They should leave the airports which are the major airports to handle passengers and air cargo, to reduce further damage.

 

He added that if the PAD wants to remain at the airports, AOT is ready to arrange a special area so that the protest would not affect the operations.

 

It was reported that some PAD leaders agree with AOT's proposal but it is upto the decision of all leaders who will meet this evening.
