But thing with USA lotteries they don't pay the amount as a lump sum, rather the total over 20 years, so even if everyone kicked in $'s, would they keep doing it year after year?

Not can you opt for a lump sum payment, that's exactly what they did.

New York state workers share $319 million lottery

SCHENECTADY, New York (Reuters) – Seven state workers who won the $319 million Mega Millions lottery said on Thursday they are still deciding whether to split it with five unlucky co-workers who chose not to play this time around.

Three women and four men who work as IT specialists and program managers at the New York Division of Housing and Community Renewal and live in the Albany suburbs came forward to claim the fifth largest Mega Millions prize in history.

The so-called "Albany Seven" elected to take a lump sum payout, which amounts to $19 million after taxes each.

About 5 years ago at a Kaiser facility in Orange County there were several lab techs and admin people who won a multi-million jackpot from a ticket purchased in an office pool. Ironically, there were '7' also. I didn't know any of these cats but I knew several people who worked at the site.

Not long after they won -- the lawsuits started, all basically from co-workers who said they had a 'verbal agreement' to be part of the pool.

Interestingly, they (those not part of purchasing the winning ticket) all lost in court. And if memory serves, one of the attorneys involved got hit with a fine for bringing baseless claims and had to pay the legal fees for the original winners.

The problem with tossing this guy a bone is that in some ways it gives him credibility and could encourage others. If there was no risk of that and would make him go away --> then sure.

Note: I don't think the guy is an idiot for not playing, statistically there are millions of people that choose not to play the lottery every day and make the right choice.

But, not all of them. :)

I don't think he has a 'right' to any money per se, but that situation would suck.

The guy was given the chance to buy into the lottery with the others, but he did not want to spend just $2. Oh well, I guess he can kick himself in the ass for the rest of his life for a poor decision.

I would not give him anything, as he was given a fair chance to get in with the others to buy the ticket.
