A expat chap I work with was transferred from one country to Thailand and took a pay cut as Thailand is a lot cheaper than where he was before. Main thing is, if you WANT or feel you NEED to live in the region, this is a good way to get here. Additionally, they are getting a known entity whereas hiring someone entails much more risk. I think a decent counteroffer is needed.
