Here is a snip of what HH linked in his post in case you're too lazy to take your hand off your dick to click the mouse... The U.S. military has dropped a controversial rule that called for punishing soldiers in northern Iraq for becoming pregnant or impregnating another soldier. The military also said that any unit must get the permission of the commander of U.S. Forces-Iraq before creating new rules restricting the activity of troops, Scrocca said. As you can see (or maybe that's your problem, you can't read) it says "The U.S. Military has dropped" and "the military also said", it doesn't say congress or Pelosi or Obama.
