I suppose it's possible he could be a heroin addict. Back in the 80's I was chatting to a Catholic priest in Bombay, who pointed out this rather crumby apartment block and told me that it was full of Western heroin addicts. Very close to the British Embassy - he is British, judging by his accent. He had no shoes and looked a very sorry sight. I have never seen a farang in this stae in BK before.
