Sink-Toilet hybrid in Gulliver's men's room

Has anyone been to Gulliver's recently? In the men's room that's way back in the far left corner, as you walk into the mens' room there are the usual assortment of urinals, toilets and sinks... but just behind the door in the corner is this strange... toilet-sink. It is shaped like a sink, up at counter level, has faucets for hot and cold water, but in the bottom where there'd normally be a drain, instead its a hole like you would have in the bottom of a toilet for flushing water out.

 

I've never seen this before anywhere.

 

What is this?

 

I've traveled around the world,been in lots of countries in Europe and Asia, US, Canada, Australia, never came across this one before.
