He is extremely inarticulate and seems dumb as a rock in this address. I guess someone forgot to turn the teleprompter on. The government is broke so maybe he doesn't have a speech writer. A claim in 2000 was bolder still: "I know that human beings and fish can coexist peacefully." In retrospect, the good in Bush's legacy is obvious. He improved fish-to-human relations.
