eg China 

US exports $145b and imports $440b , so deficit is $295b

295 / 440 =0.67 or 67% split the difference by halving it 33.5 and rounding up 34 and the tariff imposed on China is 34%

Likewise EU, $370.2B Exports Imports $605.8b, deficit $235.6b  235.6 / 605.8 =0.389 or 39% divided by two and rounded up gives 20% which is the tariff imposed on EU.

I’ll say one thing about the Tariffs, Penguins etc, it’s taken all the attention off the Signals leak
